I do that! I didn't know others did. I picked it up from a trucker whom I let in after a good 15 other cars were being dickwads. Saw the hazards blink and I was all :D

Big rigs will do that if you flash them in here in North America. Generally on the highways if you let them know when their trailer is cleared safely past you.

Thats true, I don't really see it very much though, in Kawaguchiko anyway. I have pretty much stopped driving to Tokyo, we just take the bus or train.

Yeah it's a lot more common amongst trucks because they can't wave (where you can see it anyways)

I do the hazard thing when traffic on the highway is coming to a complete halt.

It's actually quite common in the UK, more from buses and lorries. That said there are different opinions about whether it is legal to use the hazard lights in that way. Personally I do this to thank when it would be hard for the other driver to see me waving.
